"Everything dovetails, he fit into our budget for legal counsel,” Tome said. “It was just a good fit."

Carey is in the middle of his four-year term. He was elected in 2005 and served as Bel Air's mayor until last month when Edward Hopkins was appointed mayor. Carey replaces John Buck as legal counsel for the Cecil County town.

"He took a job with the state public defender’s office," Tome said of Buck, "and he could no longer do anything on the private side. It wasn’t anything negative with the relationship with the town."
