The word arrest means the apprehension or restraint of a person, or the deprivation of a person's liberty. So what if your son turned himself in? When he did so, he was arrested.
So, because you take offense to the article and how it was written, your name will be more memorable because of your post, my answer to your post, and the many people who probably would have forgotten any mention of your sons name in this article.

Patch gets their information from the law enforcement agencies. It's worded exactly the same in the Police Blotter section of The Sun http://articles.baltimoresun.com/2012-02-14/explore/ph-ag-copnews-0215-20120214_1_wilson-avenue-stratford-avenue-license-and-authorization/3
Also, from the top of this page "The following arrest information was supplied by the Harford County Sheriff’s Office and Maryland State Police. Where arrests or charges are mentioned, it does not indicate a conviction."
Not only that anyone with internet access can look up somebody's record on the MD Judiciary Case Search site- it's public information. If one has too many runs in with the law the list gets pretty long and I'll leave it at that.
