Harford County flags are at half staff and the sheriff's office is to be shrouded in black this week in mourning of Cpl. Charles Licato—the third line-of-duty death in the agency's history.

Licato died Thursday after his unmarked Harford County Sheriff's Office car crashed in the 4700 block of Conowingo Road during the early morning hours.

A person driving in the area in the woods and stopped to see if anything was amiss, Sheriff L. Jesse Bane said during a Thursday afternoon press conference. The person discovered the car and used Licato's police radio to call for help.

Police believe Licato was on his way to his Cecil County home following a shift when the single-car crash happened. It remained unclear Thursday afternoon what caused the crash, Bane said.

"We have no idea, at this point in time, what happened," Bane said.

Bane described 34-year-old Licato as a dedicated deputy with a family history in law enforcement.

Licato worked alongside his brother at the sheriff's office. Their father was a member of law enforcement in Baltimore City before retiring then taking a job with Aberdeen Police, Bane said.

"This is kind of, I guess you could say, a double whammy for the agency not only are we dealing with the death of one of our own, but having a family member who works for us who we have to look after too," Bane said.

As of Thursday afternoons, county flags stood at half staff in Licato's honor and the sheriff's office had reached out to do the same at the state level.

Deputy's had positioned black bands over their badges and black banners were expected to be hung on the headquarters building and both the Northern and Southern precinct buidlings.

Funeral details for Licato are to be announced.
