According to the forecast discussion, this time of year there is more rainwater runoff than there is rain soaked into the soil.

Runoff coupled with the amount of rain forecast can lead to small streams and creeks rising out of their banks, according to the weather service, causing local flooding, particularly in low-lying and urban areas.
