Do you think the only project in the Plumtree/924/24 area is WalMart? Think again!
Another project that has been quietly brewing under the radar is a proposed 184 unit apartment complex on Route 24 at Plumtree. There is an appeal hearing on August 29, 2012 at 630PM, Zoning Hearing Examiner in the Council Chambers, 212 South Bond Street, First Floor, Bel Air, Maryland that will determine the fate of this property.
The Board of Appeals Meeting regarding the building of of this apartment complex, that unlike condos that would be subjected to HOA rules, would allow the complex to degrade without any recourse. As a public rental complex it would also be required to allow Section 8 Housing. It is being called by some “The Walmart apartment complex” on Rt 24 at nearby Plumtree/Tollgate due to it's close proximity to the proposed WalMart at 924/Plumtree, where low income employees needing Section 8 housing could live and walk to work. Part of this plan includes connecting Tollgate Road on both sides of the complex and having it go directly through it from Plumtree to Bel Air South Parkway. Opponents say this could result in the Plumtree/Rt.24 light being removed.
Unlike WalMart, citizens have an opportunity to come out in force to oppose this appeal. Bill No. 76-103 also established the People's Counsel Citizens Advisory Board, a group of seven citizens appointed by the County Council, "broadly representative of all segments of the County's population." The Board has the authority to "provide guidance and make recommendations to the People's Counsel regarding any matter referred to them by the People's Counsel, County Council, or as requested by any citizen or group of citizens of Harford County."

The PCCAB meets the fourth Tuesday of each month, with meetings open to the public, and reviews all zoning appeal and reclassification requests. The PCCAB members are: Lawrence Richardson (Chair), Lou Ann Conway, Gloria Moon, Natalie Weeks, Sally Byron LaBarre, Benjamin Lloyd and Glenn Dudderar.

This is about traffic, safety, related projects and so much more. THIS IS A ZONING APPEALS hearing, which means IT CAN BE STOPPED if the public opposes it. The Hearing Examiners ruling can be appealed and that would push it to the County Council. LET THEM KNOW YOU DO NOT SUPPORT this high density "WalMart" complex at Plumtree and Tollgate Roads.
This general 1-2 mile area has at least three proposed and one current project that will directly and negatively impact the quality of life to residents and commuters.

Appealed because a Special Development, pursuant to Section 267-71 of the Harford County Code, to permit a Planned Residential Development (PRD) on the subject properties, to allow the construction of 198 apartments in the R1/R3/R4 District, requires approval by the Board of Appeals.

Appealed because an interpretation of the boundaries of a zoning district, pursuant to Section 267-10, requires approval by the Board of Appeals.
