Heroin in Harford County

Is there currently a community Anti-Drug Program in Harford County? I seriously do not think anyone has a realistic view of how many adult and children's lives have been lost to this drug in Harford County! A story comes up and then it seems to be swept under the rug, like it never happened. I understand respecting the privacy of the families but it's getting worse and worse every year and nothing is changing. What is the school systems providing differently for awareness since what they have been doing is obviously not curbing the drug epidemic in our area? What can we do as a community to help? I am just so affected by the number of people I know alone that I grew up with, that are currently incarcerated or dead from this drug! How many people do you know that are addicts?
