Unsafe School Bus Policy

Two weeks ago my 6 year old son's bus was earlier than normal.  The bus driver dropped him off at the bus stop without me being there (even though I am there everyday).  After talking to Transportation I was told that it is a long standing policy.... That Transportation is not obligated to hold onto any children except the mid-day pre-k children. 
So... Transportation has no problem dropping a child as young as 4 off at a bus stop alone. 
I have taken steps to make sure this never happens to my child again.... but surprisingly most of the parents I talked to did not know this was the policy and assumed the children would be taken back to the schools.
