Driver in Fatal Accident Has Traffic Violations Pending in Baltimore County

Robin A. Monaco of White Hall, MD, has not been charged in last night's accident. Baltimore County police cited him two months ago for going 90 mph in a 35 mph zone, records show.

The driver of the car that fatally struck the 14-year-old Forest Hill boy Friday night has two active traffic cases—one for speeding, one for crossing the center line—pending against him in Baltimore County District Court.

Maryland State Police have not charged the driver, Robin A. Monaco, 19, of White Hall, in the Friday night accident that resulted in the death of Joseph "Joey" Paul d'Entremont. 

A state police trooper, Sean Harris, said the investigation is continuing and that none of their witnesses "specifically says speeding" was involved when Monaco's 2005 Subaru ran into d'Entremont on Red Pump Road, less than a half-mile from the 14-year-old Fallston High School student's home.

Two months ago, Monaco was cited for speeding by Baltimore County police who clocked him driving a 2005 Subaru 90 mph on a country road with a 35 mph speed limit, court records indicate. The violation carries a fine of $530, according to court records.

The incident occurred on July 14 near 4:45 p.m. at the intersection of Hereford and Piney Hill roads in Monkton.

Monaco, of the 2300 block of Garrett Road, was also cited in the same incident with "failure to drive right of center," a traffic violation that carries a $90 fine.

No one was injured in the July incident.

Maryland State Police said they were unaware of the Baltimore County cases pending against Monaco, but that they were unlikely to play into their investigation. 

Police said Monaco had a green traffic signal when the Subaru struck d'Entremont.

Monaco remained on the scene of the accident until police arrived.

On Friday night, police said Monaco was driving northbound on Rock Spring Road when his car hit d'Entremont, who was in the crosswalk.

The Subaru struck the boy from the lane adjacent to the left-turn lane headed north on Maryland Route 24, according to a police statement.
