LIVE: Bel Air Officials Address Mid-Year Budget, Lease Agreements

The Bel Air Board of Commissioners meets on the first and third Monday's of each month.

The Bel Air Board Of Commissioners are slated to discuss town finances at Monday's town meeting.

On the agenda is the mid-year budget resolution which includes adding nearly $45,000 to to the fiscal year 2013 budget. You can find a full copy of the amended budget here.

The meeting will take place at 7:30 p.m. in Bel Air Town Hall at 39 N. Hickory Ave.

8:01 p.m.: The meeting is adjourned.

8:00 p.m.: Burdette pointed out the town sculptures were unveiled and the chocolate festival was a success. “Sometimes you could hardly even move,” Burdette said.

7:59 p.m.: The motion carries with a unanimous vote.

7:55 p.m.: Director of public works, Randy Robertson, said an addendum of $2.41 for each 1,000 gallons of sewage treated. There is also an additional $0.17 cent per 1,000 gallons Biological Nutrient Removial fee. Staff recommends approving the annual addendum.

7:55 p.m.: Carey moves to approve a sewer service agreement with Harford County.

7:54 p.m.: The board votes unanimously to receive the mid-year budget.

7:54 p.m.: This is just for introduction tonight, Moody said. A public hearing is scheduled for Monday March 18 here in town hall.

7:53 p.m.: About $40,000 is removed from the budget for the Burns Alley parking garage entrance because it was paid in full by other means.

7:52 p.m.: A reduction of $45,000 is due to an unfilled position.

7:51 p.m.: Under public safety there is a $30,000 increase to the red light camera project due to more citations that expected being issued.

7:51 p.m.: An additional $15,000 is needed to fund general insurance costs.

7:49 p.m.: The overall increase to the general fund is $44,782.

7:48 p.m.: The total of the recommended changes increases the general fund by about $45,000. “Which is probably one of the lowest mid-year adjustments we’ve had in a while,” director of finance, Lisa Moody, said.

7:47 p.m.: Commissioner Susan Burdette moves to approve the fiscal year 2013 mid-year budget.

7:47 p.m.: The motion carries unanimously and the lease is approved.

7:46 p.m.: Schlehr explained the lease lapsed for a year, so staff recommends approving a two year lease agreement and back dating it to account for that time.

7:46 p.m.: Commissioner Robert Preston moves to approve a lease with the Church of Reconciliation for “The Blue House” located at 23 West Lee Street.

7:45 p.m.: All present vote in favor and the motion carries.

7:43 p.m.: Town Planner Chris Schlehr said the main point of the action is to change the name of the lessee to Main Street Tower Restaurant from Main Steet Tower and Lounge LLC.

7:42 p.m.: Commissioner David Carey moves to approve a lease with Main Street Tower Restaurant of parcel 1 and 2 of 37 North Main Street.

7:35 p.m.: Officer Christian Rider is promoted to Corporal.

7:31 p.m.: Reier calls Andrew Rosso of Southampton Middle School to the podium for recognition.

7:30 p.m.: Commissioner Robert Reier opens the meeting. De facto mayor, Edward Hopkins, is not present.

7:28 p.m.: It’s a full house here in town hall tonight.
