The rally is slated to take place at noon.

The weather cooperated for this weekend's Kite Festival in Bel Air.
Mild temperatures, sunshine and crisp breezes greeted kite enthusiasts in Bel Air Saturday. The town's eighth annual kite festival was a hit thanks in part to the weather and event organizers. Dozens of kites dotted the sky over Rockfield Park recreational fields between 10 a.m. and 4 p.m. with young children to adults trying their hands at kite flying. Have your own photos from the event?
