Bel Air Approves Mid-Year Budget Adjustments

The Bel Air Board of Commissioners will meet on the first and third Mondays of each month.

Bel Air officials are expected to make a final decision on the mid-year fiscal year 2013 budget during tonight's town meeting. Bel Air To Revisit Ethics Code

Bel Air Board of commissioners meet regularly on the first and third Mondays of each month.

The town ethics code is again a major piece of legislation before the Bel Air Board of Commissioners this week. At its last meeting, the board decided to postpone its decision on proposed changes to the town ethics code. The proposed changes in question would allow town police officers and volunteers to be exempt from financial disclosure. The meeting is scheduled to take place at 7:30 p.m. in town hall, located at 39 N. Main Street in Bel Air. A full copy of the agenda is attached to this post.

Commissioners Seek Changes To Ethics Proposal

The Bel Air Board of Commissioners held its regularly scheduled business meeting Monday.

The Bel Air Board of Commissioners decided to postpone its decision on proposed changes to the town ethics code during Monday's Bel Air Town Hall meeting. The unanimous vote—motioned for by Commissioner David Carey and seconded by Commissioner Robert Preston—to postpone tonight's decision was due to financial concerns, which could discourage current and future volunteers, members said. The proposed changes in question would allow town police officers and volunteers to be exempt from financial disclosure. Also Monday, the introduction of a municipal public works mutual aid agreement was approved. The Board of Commissioners voted 5-0. The new agreement would allow participating governments to receive county, state, or federal compensation …

Town Meeting: Public Works, Ethics Code On Agenda

The Bel Air Board of Commissioners will hold its regularly scheduled meeting Oct. 15.

Changes to the town ethics code and a new aid agreement among Maryland towns are up for discussion in Bel Air tonight. Joyce Oliver, town director of administration, explained at the last meeting that staff had concerns that financial disclosure requirements for voluntary boards in town might discourage volunteers. Proposed changes to the Bel Air town ethics code would allow these volunteers to be exempt from financial disclosure. It is also proposed to remove town police officers from financial disclosure lists as well. The state ethics commission has approved the town’s proposed amendments. An ordinance adjusting Bel Air town regulations on smoking lounges is up for a public hearing Monday night. After the town received a request from a business owner hoping to open a hookah lounge in Bel Air, proposed changes to the town's development regulations were brought to the board of commissioners. At the Sept. 17 meeting Town Planner Kevin Small explained hookah lounges are not specifically addressed in town zoning laws. The proposed zoning changes would allow smoking lounges in the B3 zone only and ensure the are at least 1,000 feet from a school and 100 feet from a residence, Small said. Bel Air Officials Talk Town Business

Tonight is the second board meeting of the month of September.

A light agenda is before the Bel Air Board of Commissioner for its second business meeting of September. Minor changes to town development regluations are among the new business items on Monday's meeting agenda. The proposed changes include updating smoking lounge restrictions and reducing the front setback of buildings from 20-feet to 15 feet. Town officials are also expected to officially announce their intent to use $328,000 of tax exempt financing to repair the Hickory Parking Garage. The action is a technicality.
