Grant Goodwin Peterson, 76, of the 200 block of East Heather Road in Bel Air, was charged Monday with sex abuse of a minor and third-degree sex offense. The charges stem from incidents that took place Monday afternoon at the mall and Peterson's home, according to a release from the Bel Air Police Department. James Thomas Starr is accused of allegedly sexually abusing a 4-year-old child, court records show.

A Fallston man was indicted last week on charges he sexually abused a 4-year-old child, court records show. James Thomas Starr was arrested and charged April 4 and subsequently indicted April 24 on five charges, including sex abuse of a minor and perverted practice, according to court records and charging documents. Starr is accused of allegedly having illegal sexual contact with a 4-year-old boy between March 23 and March 28, according to charging documents. At his initial bail hearing in Harford County District Court, Starr, who has an address in the 2100 block of Stewart Drive in Fallston, was ordered held without bail.
