Jo-Ann Theft Leads Police to Drugs, Graffiti

The Bel Air store was allegedly robbed by a White Marsh resident.

An 18-year-old White Marsh man was arrested May 14 on multiple charges related to a theft at .

Julien Francis Holter of the 11000 block of North Lorely Beach Road has been charged with theft of  less than $1,000, possession of marijuana, possession of paraphernalia and concealing a dangerous weapon.

Police said Holter and another suspect stole more than 30 paint cans from the store at 615 Baltimore Pike before fleeing into the woods.

In a car registered to Holter’s father in the Jo-Ann parking lot, police found 34 cans of spray paint, according to police reports. Three Sharpie markers, a paint pen, paint roller and multiple photos of graffiti incidents, or “tags,” were also found in the green Saturn. Leo Matrangola said the photos will be checked for matches of graffiti incidents in Harford and Baltimore counties.

A bag of “green/brown vegetable matter believed to be marijuana,” a blue “CDS smoking tube” and a “large martial arts star knife with three blades” were also found in the car, Matrangola said.

Police also confiscated two cell phones, Holter’s wallet and a digital scale. Police do not have information on the second suspect.
